Important Regulation on the Priority Financing Programme Published by the Ministry of Industry and Technology

Key Amendments

1. Priority Financing Certificate

A certificate demonstrating eligibility to apply for financing programmes following the Ministry’s project assessment has been defined.

2. Scope of Application

The investors eligible to obtain a certificate from the Ministry before applying to intermediary banks, as well as the projects to be assessed under the programme, have been regulated.

3. Financial Thresholds

For general applications, a minimum total investment amount of TRY 1 billion, including R&D expenditure, is required. For Priority Financing Certificate applications, the minimum investment amount is TRY 100 million, while equity or paid-in capital in the latest fiscal-year balance sheet must be at least TRY 50 million.

4. Support Limitation

It has been stipulated that no interest or profit-share support will be provided under the investment incentive certificate for applications concerning the Priority Financing Certificate.

5. Scoring and Ranking

Where resources are limited, applications may be scored and ranked, and a minimum score may be applied.

Purpose of the Regulation

  • To facilitate access to financing for strategic and technology-oriented investments
  • To support investments under the Türkiye Century Development Initiative
  • To subject project eligibility to the Ministry’s assessment before financing
  • To allocate limited resources on a project-specific and scoring-based basis

What Is the Priority Financing Certificate?

The Priority Financing Certificate is a document indicating that, following the Ministry’s assessment, it is appropriate for credit to be allocated to the project for the purpose of applying to financing programmes. The Certificate is obtained before submitting a financing application to an intermediary bank.

Eligible Investment Projects

  • Projects assessed under the Türkiye Century Development Initiative or the relevant investment incentive regulations
  • Projects focused on development, production or use in the production process in fields included in the Technology Fields List
  • Investment projects that meet the relevant financing programme requirements and the other conditions set out in the Communiqué

Certificate-specific investment threshold

For Priority Financing Certificate applications, the investment amount must be at least TRY 100 million.

Financial capacity

Equity or paid-in capital in the latest fiscal-year balance sheet must be at least TRY 50 million.

Interest and Profit-Share Support

For applications concerning the Priority Financing Certificate, no interest or profit-share support will be provided under the investment incentive certificate. Investors should model the total financing cost by taking this limitation into account.

Scoring and Assessment

Applications will be assessed by the Technical Committee, and projects will be scored against the specified criteria for the certificate to be issued under the relevant programme. Where resources are limited, applications may be ranked according to their scores and a minimum score requirement may be applied.
